The US led programme of extraordinary rendition created profound challenges for the international system of human rights protection and rule of law. This book examines the efforts of authorities in Europe and the US to re-establish rule of law and respect for human rights through the investigation of the program and its outcomes. The contributions to this volume examine the supranational and national inquiries into the US CIA-led extraordinary rendition and secret detention programme in Europe. The book takes as a starting point two recent and far-reaching developments in delivering accountability and establishing the truth: First, the publication of the executive summary of the US Senate Intelligence Committee (Feinstein) Report, and second, various European Court of Human Rights judgments regarding the complicity of several state parties and the incompatibility of those actions with the European Convention of Human Rights and Fundamental Freedoms (ECHR). This edited volume questions the widespread resort to illiberal security practices by contemporary liberal regimes since 9/11, and argues that counter-terrorism is embedded into the very logic of the fields of politics and security.

Although recent debate surrounding civil rights and liberties in post-9/11 Europe has focused on the forms, provisions and legal consequences of security-led policies, this volume takes an inter-disciplinary approach to explore how these policies have come to generate illiberal practices. The book argues that policies implemented in the name of protection and national security have had a strong effect on civil liberties, human rights and social cohesion - in particular, but not only, since 9/11. The book undertakes detailed sociological enquiries concerning security agencies, and analyses public discourses on the definition of the terrorist threat. In doing so, it aims to show that the current reframing of civil rights and liberties is in part a result of the very functioning of both the political and the security fields, in that it is embedded in a broad array of domestic and transnational political, administrative and bureaucratic stakes.

Focusing in particular on the European borders, this volume brings together an interdisciplinary group of academics to consider questions of immigration and the free movement of people, linking control within the state to the role of the police and internal security. The contributors all take as the point of departure the significance of European governmentality within the Foucauldian meaning as opposed to the European governance perspective which is already well represented in the literature. When immigration policy and the treatment of Roma collide in international relations there are surprising consequences which are revelatory of the underlying tensions between internal and external policies in the European Union. This book examines the relationship of citizenship, ethnicity and international relations and how these three aspects of the State, its people and its neighbours relate to one another. It studies the wide issue of international relations, citizenship and minority discrimination through the lens of the case study of European Roma who seek refugee status in Canada on account of their persecution in Europe. The volume assesses the relationships among citizenship, state protection and persecution and minority status, and how they can intersect with and destabilize foreign affairs. The central background to the book is the European treatment of Roma, their linkages with visa and asylum policies and their human rights repercussions .
